Harmonizer is a component of Optima, used for:

Collects time series of traffic data, eliminating outlier data sub-sequences.

Calculates, for every source and for different transport systems, the average values for speed and flow for the roads of a traffic network.
An irregular sub-sequence of data can be originated for several reasons. For example, a short and unpredictable fault of a traffic controller, originated by electromagnetic interferences or other troubles on data transmission process.
The averages calculated by the Harmonizer are an important input for Traffic Real-time Equilibrium (see → Traffic Real-time Equilibrium (TRE)).
